In Xbee series 1 When D6 is set to 1, What will be the initial voltage level on RTS pin??

I am using Digi Xbee Series 1 with firmware 10ef. I connected it to explorer board.
I set D6 TO 1 in XCTU software, so as to enable RTS flow control.
Using multi-meter I checked the voltage level of RTS pin, it is always showing 0 V.
Since RTS is active low pin shouldn't it be always high, initially.

No, /RTS is active low so when the radio is ready to receive data, the line will be low.
