Config XB24C without board

Is there any way I can configure a XB24C (SMT) module without a development board provided by Digi?
I used a blank Arduino to set a XBee Pro S1 before, but using the same way; that is, connecting Pin 1 to GND, Pin 2 to Vcc=3.3V, Pin 3 to Arduino Rx, Pin 4 to Arduino Tx, I cannot find the device using XCTU.

Try using an Arduino shield. Just understand that XCTU wants the hardware flow control lines connected as well which the Shields don't offer.

Is there a shield for the SMT version also? I cannot find one

I am not aware of any specially designed for the SMT. But you can solder on headers to the SMT and mount it on a standard shield or Xbee socket.
