Digi Connectport - TLS 1.0 Encryption

At what level does the TLS encryption happen on a Connectport or a Portserver MEI? I am seeing TCP packets in Wireshark at the Transport level even though I have TLS 1.0 turned on in the OS driver section.

The encrypted RealPort protocol first opens an unencrypted TCP socket communication channel. Within the TCP socket communication channel a RealPort protocol communication channel is established wherein the realport protocol communication channel is encrypted using TLS 1.0
