How to I configure the BL2100 to change IN16-IN23 to sinking outputs.

Question

I changed JP2 from 1-2 to 2-3, and noticed a small voltage change when commanding the port to sink, but only ~0.1 to 1 volt change. So, I removed the "Pull up" jumper so it shouldn't be pulled to Vcc, +K2, or to ground. But, results are the same.
