Modifing the FLASH memory allocation for Backup Image, File System Size and Application image from
Options/NET+OS /Flash MemoryMap

no, it should not be required. rom.bin unless modified itself will always occupy the first sector in FLASH and will always look for image.bin from the first address of image.bin. The reset of the memory map does not concern bootloader.
