picking range of my xbee

if the range of coordinator was 16 miles does that mean even if i have small range end devices it can pick up the signal?

The coordinator transmits to 16 miles, all the devices that are in that range, will receive the message, but if the router device that responds to the coordinator does not have the same power, the message will not reach the coordinator directly.
