XBee Pro S2B Router - PAN ID does not match Operating ID

I am trying to connect two XBee Pro S2Bs with one serving as the router and the other serving as the coordinator. I have gone through the steps in this guide (https://www.digikey.com/eewiki/display/Wireless/XBee+Wireless+Communication+Setup) and I still cannot achieve communication. I think I have traced it to an issue with the Router, where I have set the PAN ID to match that of the Coordinator, but the Operating Pan ID does not update for the router. I have both devices running in transparent mode (AT). What am I missing? I have tried the solution suggested here (https://www.digi.com/support/forum/35038/make-the-operation-pan-router-match-with-the-opi-coordinator) but that does not solve my problem.

Try entering command mode and issuing a local network reset on your router. The process would be as follows:

Hey mvut,

I tried that and it didn't change the operating PAN ID. However, I did do some more research and saw that the Association Indicator is remaining at 0xFF, which according to the manual for the Series 2B means that it is trying to find the coordinator module after a really long period of scanning (which seems abnormal to me especially given the fact that the PAN, DH and DL for each module have been set.) I tried setting JV to 1 to see if that would help on the Router but still nothing so far.


Update: It has been trying to connect for the past 40 minutes and the XBees are right next to each other
What firmware version is installed on both units?
The firmware versions are:

22A7 - Router
20A7 - Coordinator
Restore both to defaults and then issue an ATNR0 again.
