Passthrough cannot ping router from WAN

The configuration we need is to allow select remote traffic from the Internet, through the router, a Sonicwall, WAN to the LAN. The 6310DX came preconfigured with IP Passthrough enabled. No additional configuration has been made. The IP from the carrier, AT&T, is being assigned via DHCP to the router's WAN port. The router can ping and otherwise "browse" the internet. The router has Ping enabled on the WAN, as well as remote management, and about 40 other ports are forwarded from the router's WAN to LAN. I cannot Ping the router using the public IP, nor access remote management, nor pass traffic through the forwarded ports. However, the router can access the internet. It is as if there was a firewall in the 6310DX blocking the traffic, but I do not see that enabled, packet filtering is off, passthrough enabled. Please advise.

This sounds like a SIM / data plan issue (well, limitation).

Are you sure that this SIM / data plan provides a Public (not a Private) mobile IP address?
