Reading your posts make me think perhaps you have some misunderstanding on how the system works.
You'll need to develop either MicroPython code to run in the XBee itself or have your own processor connected to the XBee over the UART connection.
Your Windows application then would rely on API frame command 0x2D and 0xAD to send and receive messages to or from either MicroPython or your processor behind XBee.
MicorPython or your embedded firmware would be the one that deals with local AT commands wrapped in API frames. In other words, you can't control radio directly from the BLE interface. You need a middle man, who can be either MicroPython or your own processor.
