Is there a way to only give users access to a certain device groups instead of giving them access to all devices?

Yes, as long as you have a Digi Remote Manager Premier subscription: https://www.digi.com/products/iot-software-services/digi-remote-manager#comparefeatures

In this case, you'd use the Sub-accounts feature to create a Sub-account under your Parent Digi RM account. A User of the Parent account could access all devices and information of the Parent, as well as all Sub-accounts under it. A User of a Sub-account can only access the devices and information of the Sub-account, but nothing else. Device Groups would be "owned" by a Parent or Sub-account in the same way.
